CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on December 11, 2023 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Tull, Zabel and Cruz; Nelson was absent. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman. Visitors were Colleen Larimer, Donald Bashor, Mike KcKenney, Breann McKenney and Sadie Cox.

Bowman made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried. Tull made a motion to approve 11/27/23 minutes, seconded by Bowman, all ayes, motion carried. Cruz made a motion to approve the payment of bills, seconded by Zabel, all ayes, motion carried. Zabel made a motion to approve November 2023 Clerk Treasurer Report, seconded by Tull, all ayes, motion carried.

Madison Lanteri entered the meeting at 5:31 PM.

Bowman made a motion to approve Resolution 23- 49 Setting Time and Date of January 8, 2024 at 5:30 PM Public Hearing on Voluntary Annexation Application from AVE- PLP Properties, LLC, seconded by Tull, all ayes, motion carried. Kitzman stated this is for Agri- Vision and per Iowa Code, a Public Hearing must be held.

Zabel made a motion to approve Resolution 23- 50 Accepting Work for Sewer Lining Project, seconded by Bowman, all ayes, motion carried. Kitzman stated that Accujet has completed the project.

Tzady Quintanilla and Zoey Reed entered the meeting at 5:35 PM.

Kitzman discussed the Sewer Lining Project was complete, went well and had no complaints. The project was signed off on by Snyder and Associates. Bowman made a motion to approve Pay App #2 Final for Sewer Lining Project to Accujet in the amount of $6,617.62, seconded by Cruz, all ayes, motion carried. This includes the retainage fee.

Zabel made a motion to approve re- appointment of Paula Horton to Low Rent Housing Board for term of 2 years, ending 12/2025, seconded by Tull, all ayes, motion carried.

Kitzman discussed the upcoming changes in the Urban Renewal Area and TIF process that could affect our agreement with Agri- Vision. Tull made a motion to approve Resolution 23- 51 Setting Time and Date of January 8, 2024 at 5:45 PM for Public Hearing on Designation of 2024 Lenox Commercial Urban Renewal Area and on Urban Renewal Plan and Project, seconded by Cruz, all ayes, motion carried.

Kitzman presented a power point on Lenox Gas System Public Awareness, per our Public Awareness Plan. This will also be on the agenda for January 8, 2024.

Tull motioned to adjourn the meeting, Zabel seconded, all ayes, motion carried. Meeting adjourned at 5:45 PM.
