CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on July 10, 2023 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Zabel and Cruz; Nelson and Tull absent. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman. Others present were Barb Gerber and Colleen Larimer.

Bowman made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried. Zabel made a motion to approve 6/26/23 minutes, seconded by Cruz, all ayes, motion carried.

Nelson entered the meeting. Zabel made a motion to approve the payment of bills, seconded by Bowman, all ayes, motion carried. Zabel made a motion to approve June 2023 Clerk Treasurer Report, seconded by Cruz, all ayes, motion carried.

At 5:30PM, Bowman made a motion to open the Public Hearing on Vacating North Saunders Street, seconded by Nelson. There were no comments heard from the public. Bowman motioned to close the Public Hearing at 5:32PM, seconded by Nelson, all ayes, motion carried.

Bowman made a motion to approve Special Event Permit by Lenox Sorority for Rodeo Parade, seconded by Nelson, all ayes, motion carried.

Nelson made a motion to approve Special Even Permit for Dally Post for Rodeo Street Dance, seconded by Cruz, all ayes, motion carried.

Nelson made a motion to approve Dally Post Liquor License Additional Privilege of Temporary Outdoor Service Area, seconded by Cruz, all ayes, motion carried.

Bowman made a motion to approve 2nd Reading Ordinance 392 Amending Sewer Service Charges, seconded by Zabel, all ayes, motion carried.

Kitzman discussed the housekeeping position and the 4 applications received. Bowman made a motion to approve Tia Samo for the housekeeping position at $16 per hour, seconded by Nelson, all ayes, motion carried.

Bowman made a motion to approve Resolution 23- 30 for Housekeeping Wages, seconded by Nelson, all ayes, motion carried.

Kitzman discussed North Saunders Street, which is a street running north and south between Michigan and Van Buren in the block of Allen and Shoenhair. Kitzman mentioned this has been vacated in the past, but there is no documentation recorded. Zabel asked if owners would be receiving documentation on the information. Kitzman added that no property lines will be change and everything is correct as it is, it just needs to be formally vacated and there have been 2 attorneys working on this. Bowman made a motion to approve 1st Reading Ordinance 393 Vacating North Saunders Street, seconded by Nelson, all ayes, motion carried.

Kitzman discussed the Contract and Bonds for Sanitary Sewer Extension Project, which was approved previously and there is dirt being moved for the new Agrivision facility.

Nelson made a motion to approve Resolution 23- 31 Contract and Bonds for Sanitary Sewer Extension, seconded by Cruz, all ayes, motion carried.

Kitzman discussed the Construction and Maintenance of the Lenox Trail Extension Phase 3, which state the City would construct, maintain and provide matching funds for the project, which can be through donations or grants. Cruz made a motion to approve Resolution 23- 32 Construction and Maintenance of Lenox Trail Extension Phase 3, seconded by Zabel, all ayes, motion carried.

Zabel made a motion to approve Resolution 23- 34 Tax Abatement for Randal Nelson at 1005 Westwind Drive, seconded by Cruz, all ayes, motion carried.

Bowman made a motion to approve Resolution 23- 33 to Participate in Planning and Development Programs of the Southern Iowa Council of Governments, seconded by Nelson, all ayes, motion carried.

Cruz motioned to adjourn the meeting, Zabel seconded, all ayes, motion carried. Meeting adjourned at 5:58 PM.
