CITY COUNCIL REGULAR MEETING MINUTES
April 10, 2023 - 5:30 p.m. - City Hall
A regular meeting of the Lenox City Council was called to order by Mayor ProTem Bowman on April 10, 2023 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Cruz and Zabel; Tull and Nelson were absent. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman, and visitor, Colleen Larimer.
Zabel made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried.
Nelson entered the meeting at 5:31 PM.
Cruz made a motion to approve 3/27/23 meeting minutes, seconded by Nelson, all ayes, motion carried. Nelson made a motion to approve the payment of bills, seconded by Cruz, all ayes, motion carried. Zabel made a motion to approve March 2023 Clerk Treasurer Report, seconded by Nelson, all ayes, motion carried.
Deputy Lynn entered the meeting at 5:34 PM.
At 5:35 PM Nelson opened the Public Hearing FY24 Proposed Budget, seconded by Zabel. There were no comments heard from the public. At 5:36 PM Zabel motioned to close the Public Hearing, seconded by Nelson, all ayes, motion carried.
Nelson made a motion to approve Resolution 23- 17 Adopting FY24 Budget and Certification of Taxes, seconded by Zabel, all ayes, motion carried.
Nelson made a motion to approve Resolution 23- 18 Library Wages for Bobbie Gillespie, seconded by Zabel, all ayes, motion carried.
Zabel made a motion to approve CDBG Draw Request #3 for LMU Water Project in the amount of $96,373.00 seconded by Cruz, all ayes, motion carried.
Deputy Lynn left the meeting at 5:40 PM.
Kitzman discussed 2023 JD 325G Compact Track Loader, stating that Agrivision had approached her regarding trade in on our current 2021 skid steer, as the warranty is nearing expiration. The cost of the 2023 track loader is $98,543.00 and with our discounts and warranty, it is priced at $69,500.00. The trade in value of our skid steer is $59,000.00, which would make the cost of the 2023 track loader $10,500.00. Kitzman stated that we need new tracks for ours, which is approximately $3,000.00 and the warranty is set to expire soon. Nelson made a motion to approve the purchase of 2023 John Deere 325G Compact Track Loader, seconded by Cruz, all ayes, motion carried.
Kitzman discussed the 2003 F250 truck in which no bids were received. Zabel made a motion to advertise for a week with no minimum bid, seconded by Nelson, all ayes, motion carried.
Zabel motioned to adjourn the meeting, Nelson seconded, all ayes, motion carried. Meeting adjourned at 5:50 PM.
