CITY COUNCIL REGULAR MEETING MINUTES

October 9, 2017 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on October 9, 2017 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Vogel, Borland and Custer; Adams absent. Staff present was City Clerk, Dawne Bowman and Public Works, Ryan Brown. Other visitors were Coleen Larimer and Deputy Lynn and Deputy Pafford.

Borland made a motion to approve the agenda, seconded by Bowman, all aye, motion carried. Bowman made a motion to approve 9/25/17 meeting minutes and 10/02/17 special meeting minutes, seconded by Custer all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer, all ayes, motion carried. Vogel made a motion to approve September 2017 Clerk Treasurer Report, seconded by Borland, all ayes, motion carried.

Bowman made a motion to approve 3rd final Reading Ordinance 377 Amending Sewer Service Charges, seconded by Borland, all aye, motion carried.

Borland made a motion to approve Resolution 17- 33 setting October 23, 2017 at 5:45 PM for Public Hearing on a Proposal to Enter into a Sewer Revenue Loan and Disbursement Agreement and to Borrow Money Thereunder in a Principal Amount Not to Exceed $2,600,000.00, seconded by Custer, all ayes, motion carried.

Borland made a motion to approve Lenox PPLC Daycare Sub- recipient Agreement, seconded by Bowman, all ayes, motion carried.

Bowman made a motion to approve FY 16- 17 Annual Urban Renewal Report, seconded by Custer, all ayes, motion carried.

Custer made a motion to approve Liquor License for Lenox Hardware's Sweet Side, seconded by Borland, all ayes, motion carried.

Custer approved Beggar's Night for October 31, 2017 from 5- 8 PM, seconded by Bowman, all ayes, motion carried.

Custer motioned to approve John Borland and Paul Maynes as Housing 360 representatives, seconded by Bowman, all ayes, motion carried.

At 5:45 PM a Public Hearing was held on FY17- 18 City Budget Amendment. There were no comments heard from the public. Custer motioned to close the Public Hearing at 5:46 PM, seconded by Borland, all ayes, motion carried.

Vogel made a motion to approve Resolution 17- 32 FY17- 18 City Budget Amendment, seconded by Borland, all ayes, motion carried.

Deputy Lynn and Deputy Pafford reported for the Sheriff's Department, stating that the Jr. Police Academy will be starting soon.
